Randall, I think you were tripped up by the word "Heritage". The article says:

The Center for Transportation and Commerce, doing business as Galveston Railroad Museum, filed a lawsuit April 30 in the Galveston Division of the Southern District of Texas against Heritage Rail Leasing LLC and Iowa Pacific Holding LLC, citing breach of contract, fraud and unjust enrichment.

Heritage Rail Leasing is an Iowa Pacific Company. Those are the two companies being sued by the Galveston Railroad museum.

Mr. Harper is the Chief Executive Officer-Chairman of American Heritage Railways, a different company.
