I don't know how they would know if it was up or down. On 463 there was a link which could be connected to the operating rod which locked the flanger in the up position, I assume this was for use in when the flanger was not needed. This photo showing the link is looking down on the front portion of the Left side running board of 463.
Of course it is possible that it was a part of the engineers job to know if the flanger was operating correctly and if it was up or down.
