Exactly, they were designed for flat country in Australia, Africa, the MidEast and SE Asia.

On the WP&Y the 190s were usually used as lead engines, with a K-28 mid train helper, and 69 as the pusher. Once the train reached the top of the hill, the 190 alone could pull the train to Whitehorse. A K-28 was kept at Whitehorse to push the trains up the Ear Lake hill.
