J and U were added later to the alphabet and in printer's type cases to this day, those two letters have their respective locations at the end of the alphabet in the capital's section of the type case, as in the standard California Job case. The lowercase letters are arranged by frequency of use in the same case. Using cap V in place of U on things like "PVBLIC LIBRARY" was a pretentious effort at looking scholarly on public buildings well into the 20th century. The Silverton "PVBLIC" libray still proudly displays its V on the facade of the building. In the case of the pump house, the stone masons were most likely not native English speaking persons and this was a phonetic spelling, like many of the posts we see on the NGDF.
