I was told by a (the) senior WP engineer that 190s could barely pull the hill, but that they ran great on the top.
I was also told that was why, even when WP was desperate for original steam power, the 195 was never seriously considered for restoration.
It's not like the thing isn't sitting there practically within sight of the enginehouse.
FWIW (no disrespect meant- the 195 will be my very first stop after the Powerball hit)
