Thanks for responding. I agree that the picture is not completely definitive by any means, but I think it makes for a great discussion. Great thinking on your part about looking at the other photo.
Just to carry on the discussion, let me grab at straws a little. In comparing the two pictures, the coal pile is different in the tender, and the pictures are from two different photographers. Nothing conclusive of course there. Also, being a whistle fan myself, looking at the whistle in the first picture the bowl or bottom of it appears to be shiny, suggesting is was cleaned or recently worked on. The bowl in the second picture appears darker. Also, in the first picture the nut on the top of the whistle appears taller to me than in the second picture, suggesting the whistle may have had a finial on it in the first picture. These are completely subjective opinions of mine, and not suggested to be fact. It does, to me, make it possible that the two pictures were from different winters. Again, this is speculation, but I welcome further discussion.
I need to go back into the archives for more information, but does anyone know if any tender tanks from the K-28's that went to Alaska are still there rusting away? I know someone up in the area, and a little archeology and inspection there may be helpful.
