In a perfect world this would be true. The reality of past charters on the C&TS, the D&S and other RR's is that often this work has not been done either to the sponsor's satisfaction or even at all. Remember, these are working railroads that are staffed at a level to support their normal operations. Either they will need to charge a huge premium to cover overtime work or they will have to agree to let the organizer do or have the work done for them by someone else, often some of the tour participants. I see this posing a number of problems for railroad management. In the past, things were rather informal, but I've seen a noticeable change in recent years.
Having one or two engines permanently painted in a "Heritage" scheme would make sense and save a lot of hassles. Having the 463 fulfill this role isn't really going to satisfy the majority of charter operators though, since it really is not appropriate for freight trains as operated by the D&RGW over Cumbres Pass post 1940.
The Strasburg is an example of how it can be done right. They have never failed to deliver what was asked for and despite a management desire to promote the Strasburg brand, have often left locos lettered in their historic railroad scheme for up to a year following a series of charters. This provided ample opportunity for charter operators. With multiple locomotives available, there is usually at least one available in historic paint at any given moment.
