Randall must be referring to a different "CATS" that the one I know.
The CATS I know has an incredibly talented professional workforce that, for over 40 years, has
safely operated trains over one of the most difficult railroads in the world. They have safely run trains day in and day out with with minimal resources while having to deal with all sorts of turmoil - forest fires, management company turmoil, and other stuff that is straight out of a soap opera.
The track is now in amazing shape, better than it ever was under D&RGW management, and (I believe) that *four* K-36s will be ready to go on opening day. There are many special runs and special events scheduled for the season, all of which are being well promoted.
Saying that the railroad
"is not, nor ever has been, very good at management" ignores just how well managed the railroad has been. IMHO, the statement is also a slap in the face of several of the NGDF's regular posters.

As far as the missing parts in the earlier incidents is concerned, I can't believe that no one was keeping written records of every part taken off a locomotive, where it came from and where it currently is.
As mentioned in other posts, many of those missing parts were moved (put into boxcars) by volunteers, not by employees.
Do not blame the employees if the volunteers did not document their work to your standards.
