IIRC, Roger set up the account with The Friends so that donations would be tax-deductible; I don't know the details, but it is my understanding that the funds were to be used for restoration of #483 and ONLY for the restoration of #483. IMHO, a cosmetic restoration which arrests decay helps preserve the engine for a possible future rebuild and is a legitimate use of the small amount of money we raised. A snow-fighting display featuring #483 would also help put the engine out where more people will see it, hopefully generating interest it its eventual full restoration.

I'm not aware of any such efforts currently. With four K-36's already running and #463 expected to be back in service by next season at the latest, restoration of a K-37 would seem to be the next priority. Like #463, it too would be one-of-a-kind (west of the Mississippi, that is).
#483 was the last D&RGW engine to cross Cumbres Pass and also the first engine used by the C&TS, so it is of unique historic significance. There are apparently a lot of us fans who would like to see #483 restored, but the railroad - and The Friends - have more pressing issues to deal with at the present time.
