If you have access to an earlier Equipment register, say about Dec 1941, it would be interesting to see if how many 4000 series cars and if there are any 6000 and 6100 flats listed in revenue service prior to the Feb 1942 AFE. The next older one I have is from 1935, it lists quite a few 6000, 6100, and 4000 series cars in revenue service.



Also it should be noted that the flat cars became surplus with the construction of the new 6500 flats also in 1942. ( see Jerry's earlier post on 6500 cars).
