This is another of those fascinating discussions about little details. Three thoughts come to mind. Presumably Durango was a DRGW-RGS "joint facility" and I wonder if a copy of the joint facility agreement has survived. Joint facilities were a big deal for railroads, and whole departments existed to negotiate and administer them. There would have been (at least) two kinds of switching....switching inbound and outbound trains, and switching cars to and from industry. I'm guessing one railroad did all the switching, most likely the DRGW. Most likely the switching of inbound and outbound trains was settled under the joint facilities agreement. The industry switching could have handled by the joint facility agreement, a special switch charge, or even by a division of revenue, but my guess would be it was a reciprocal switching arrangement. If the documents don't exist, maybe if anyone can remember that far back.
