You are correct about that intra-state use of equipment and the resistance to change. That question was settled on Oct. 30, 1911 by the U.S. Supreme Count case Southern RR versus U.S. It required all cars to be in compliance regardless of the orgin/destination of traffic on common-carrier railroads. The narrow gauge was CC.
Is that a Miller Coupler as looks like the photos on the other messages? PRR
