And if they hadn't done a study, just started spending the money on the stuff at Cimmaron, there would be folks screaming about how they were wasting the funds because they didn't have a proper plan. Not to mention all the media reports on the "pork-barrel" money being spent on some rusting old museum that almost no one visits, etc, etc.
Good idea or not, in this day and age if you want to spend government (taxpayer) funds you better document the What, How & Why out the yin-yang if you don't want to be pilloried! Even more so if you intend to get funding on an on-going basis.
As to comments farther down the thread on the cost of doing research, yeah, somebody can do it cheap-and you'll get just what you paid for. Doing in-depth research is not just pulling a few random quotes and pics off the 'net and printing them out. Research is a time consuming (devouring, rather) and intense job. It requires pouring over old (and often boring and/or nearly illegible) documents, talking to any surviving witnesses, physical inspection of any remaining features, comparing the trustworthiness of your sources, (more things can be added to this list) and then compiling all these results and putting out a readable, factual report. People spend years learning these skills. It's both a science and an art and getting it done right don't come on the cheap. The workman is worthy of his hire and all that.
