It seems to me there is a very simple solution for this and an easy way for D&SNG and other operators to capitalize on this want to bring the older children on a classier ride.
Make the age limit 16. This eliminates the "screaming baby" syndrome as well as the "indignant pre-teen" problem. Must show your I.D. at the ticket office and again upon boarding the parlor car if you wish to enjoy alcoholic beverages. For those under 21, offer a complimentary (and special to the car you are riding in) D&SNG mug with dollar refills all day on non-alcoholic drinks.
This should make just about any family happy who wishes to have first class service and bring their older children along also.
