The boiler on C&TS locomotives have always been inspected by the FRA. Initially because we crossed the state line and were involved in "interstate commerce". More recently because like Sumpter and Huck, we have public grade crossings. FRA does not inspect the boilers of the rotary snowplows as they are not locomotives. They are under state jurisdiction.
I would imagine the D&S is under FRA now, but used to be under Colo boiler regs.
