Unfortunately, many engine crews who grew up with diesel (and some who didn't) think that is how a steam photo is supposed to look. The earlier photo runs on the Sumpter Valley were usually accompanied by billowing clouds of inky smoke, until the CMO declaired that any crew seen fogging the stack had to clean the fire and smoke boxes. Since then our photo runs have been more authentic, if not more picturesque.
Actually there is a long standing tradition of making smoke for the photographer, but not to the extent shown. I have found that you can get a satisfactory blue haze by cutting back the atomizer steam, rather than opening the oil valve.
