Piping question

This is probably one for Earl to answer, but what is the purpose of the two pipes on the outside of many D&RGW narrow gauge tenders. One is pretty clearly a retainer but what about the other? I'm guessing a dump valve?
While I at it, what about that fitting that is on the cab side below the numeral 5?
