Randall, back in the Kyle days only 10-12 C&TS employees were kept on the payroll during the winter months; headcount got even lower under Black Bart (I got this data back in Jan-Feb 2000 when the Friends were asked by the Commission to prepare a proposal to operate the railroad).
RGRPC was able to change that by working with the Commission to get more capital outlays from the states, plus the EDA locomotive grant of $1.6 million prepared by the Friends in 2002, so through the RGRPC years the winter headcount stayed above 20 or so.
Thanks to continued efforts by all three parties (Commission, CTSMC, and the Friends) to obtain sufficient appropriations CTSMC has been able to maintain the goal of keeping 20 or so employees on during these winter months, so relax. I'm sure if funding were available more employees could be kept on (no shortage of needs), but that simply blows a hole in the budget agreed between the Commission and CTSMC.
