As others have said, check the settings on the top tool bar. The selection can be set to a specific size (which would just give you a certain sized selection rectangle), or it may be set to a specific proportion like 1:2, which restrains the tool to those proportions as you drag across the image. Set to 'normal' and you'll have full control again.
