A couple things come to mind. Like Brian says, you may have specific dimensions specified in the crop tool dialog at the top of the page. Hit "Clear" to fix this.
If you are having troubles just when you get near the edges of the image, one of the "Snap to" options may be enabled. This will, depending on the underlying grid size, make the crop jump to the grid or edge of the image, instead of where you want it. It is accessed in the "View" menu.
