Can I assume Windows and Photoshop CS4?
Maybe you have the dimensions set to an awkward size and that is why it won't pull down all the way. Can you post a screen shot of it?
For windows, hit the print screen key on your keyboard, then open a new blank window in photoshop and Paste and a picture of your desktop should appear there. Save and post
