Photoshop cropping

Sorry if this is a bit off topic, but I am having trouble with the cropping tool in Photoshop, full version. When you drag the tool over the image it doesn't want to cover the whole image, and I cannot seem to be able to manipulate it after you let go with the side pull thingy.
Perhaps I did something to enable it....anyone have any suggestions.

Keeping this on subject I do use it for TRAIN Pictures and some are NG!!!
