I was the one that went to the national archives and reported my experiences here last month. Even if you find the originals it becomes expensive to copy them. The documents are so large that they require a very large scanner for reproduction. Some of the maps that I looked at were very fragile and damaged in spots. I photographed a lot of sheets at the NA but they no longer have a common scale. For my purposes though I just overlay them on the aerials and I don't really need a common scale for that. I can adjust each individual file to reference points on the aerial.
The maps from CRRM are a bargain in my opinion.
Here is a sample of a scan that I had them make at the archives. There is a lot of variation in the background color and some lines added during scanning. Invert that and convert to B&W and it is understandable why the notes may not be clear and you end up with some noise in the background.
