If you look at the first course, there's a ring of rivets partially obscured by the orange line drawn on the photo.
I have seen a couple of engines that have had their front tube sheet moved back into the first course. In both cases it was because the joint between the first course and smokebox had deteriorated. Fixing the damage in the days before welding was allowed would have meant replacing the smokebox and first course, or parking the engine.
The hole is probably the location of the original check valve.
