Being the guilty party responsible for taking the measurements on 148, I would like to add my 2 cents. The thin measurements are on the SMOKE BOX! NOT the boiler. I measured everything - including the smokebox. Why? Because I could see that it is thin and wanted to be able to make a quantifiable case that it should be replaced. The smokebox not under pressure, but is thin and pitted. Otherwise, nothing below 0.500" on the actual pressure vessel. What business do I have taking boiler measurements? I helped do the form-4 for the Georgetown Loop #40 that became FRA qualified to run on WP&Y, and used the same metodology on 148. Of note is that we discovered a previous boiler mapping that provides similar measurements. The purpose of measuring the boiler shell on 148 was to get an idea of what there is to work with. Most likely, the boiler of 148 will go to a qualified shop that will remove tubes, needlescale, retube, and properly certify.
To echo Meestir Spera, the boiler sections appear to be of adequate thickness.
