Photo forums are filled with arguments about scanned film vs digital originals, but suffice to say that you can make exceptional quality scans from film which rival or exceed most digital cameras with the right equipment and knowledge. A dedicated filmscanner is a must, and with Minolta dropping out of the market, that pretty much means Nikon these days unless you can find something on the used market from when there were more players (Minolta, Canon, Polaroid, etc.) And then there's always the very high end of Imacon/Hasselblad if you've money to burn.
Once you've got a good quality filmscanner, read everything you can about scanning technique, use good software, develop a good eye and practice, practice, practice.
