The real problem is the Government and special interests of the trucking industry want to see the rail gone. The property of the yards in Guatemala City is right in the heart of the city. Rip up tracks and build apartment buildings.No competition for trucks. Like in Nicaragua that scrapped it's whole rail system.
Their is incentive for the Government to protect the tracks. Little money for enforcement of crimial laws for stealing. Watch that El Salvador and Honduras is having the same thing happen.
