Here is a link to photos that clearly show the ballast cars loaded. By my estimate they are probably handling 50 tons in a car rated for 35 tons. This was the same situation (ballast car overloading) that was sited in the TSB WP&Y accident report. Fewer ballast cars being handled on the linked photos but given the condition and repairs on these cars it makes you wonder...
