I think what was meant was that nine of the ten K-28's were converted to steam heat and signal lines, the sole exception being 474, the engine assigned to the Crested Butte Branch. Of these nine converted engines, six of them were "sold to the government". Additionally of course, the unconverted 474 went to the government for a total of seven engines-- in other words, there were six converted K-28's going to the government and one unconverted K-28 going to the government.
