Part of the original fabric of steam locomotives is asbestos. Asbestos will eventually leach out. Then the EPA, OSHA, etc. will have you destroy parts of the loco in order to remove it. Or you will have to enclose it in a sealed building and look at it through glass. And when people find out that you have asbestos, even sealed up, good luck at attracting visitors. So even locomotives that are not run will have to be changed to get rid of the asbestos. They will either sit there without boiler jackets or new ones will have to be fabricated and that is what the people complaining about the "restoration" of #20 are complaining about and say they don't want to see.
