Mostly, yes, but this does not explain engine classes Q-1, Q-2, S-1 and T-1. Nor does it fully explain their 139 members of class GG-1, which was one of the finest examples of electric locomotion ever designed, and continued to serve the PRR and it's successors long after the final steam design was scrapped...
