Yes, the Loop, under Railstar, has had, and does have a formal training program in place. Railstar adopted 100% the former operators rules/regs and operating practice, as published by GTL, Inc. From the very beginning Ron and I decided that Railstar will follow a close as possible all FRA regs, including doing the proper record keeping. Railstar has an tourist operation in Central Florida, these trains run on the General System and all Railstar operating crews operate under FRA. So, this is not new for Railstar. Although I do not work there and I do not speak for Railstar, I understand that Railstar is VERY happy with the FRA oversight. Speaking for myself, I would imagine that by having the FRA oversight, all of the possible "grey area's" are non existence...now its either right or it don't run. From what I understand, the FRA guys have been working very nicely with Railstar, showing a great eagerness for the Loop to keep running. Sounds like it is working out for the best for everyone.
