Your action points to the nonsense of this rule, at least for ng cabs. It is just as quick and easy for the fireman to “dive” across the cab and big hole the train, as it would be to put it into emergency from his “seat”, which a fireman in a coal or wood burner isn't using much anyway.
Oh well, the new rules as a whole are great, and allow for better record keeping and service day data.
