Considering the wheelbase of the locomotive and the proximity of the rear driver, it would not need to swing but a couple inches. I believe the pivot point gives the wheels the necessary radial motion to reduce wear while I believe there are a couple swing arms on either side of the journals to provide the lateral movement. I doubt there was much side to side motion of the axles inside the journals. Just guessing looking at the photos and deducting the design based upon the pony truck of my #20.
