Regarding loco work, the timing is clearly important for 2002 (not 2001).
There is a glimmer of good news, however, though a week ago I wouldn't have seen it that way. Locos 484 and 487 are getting an external boiler inspection this spring. While the lagging and plumbing is off, shop forces will go ahead and do the measurements needed for the Part 230 work funded by the appropriation now in limbo. 487 got an internal inspection and new flues in 1999, so it will probably get certified under the new rules (we still have to do calculations and paperwork). 488 will be compliant as well (its work was covered by last year's appropriation).
And assuming we can get a change order to cover any expenses the Friends incur before the appropriation is available, we may be able to get started anyway using our own money, and get "paid back" by the states.
We may get off to a late start, but some of the work will have been done anyway due to other needs, so we won't be as far behind as we could be.
Call me a cock-eyed optimist, but I believe we'll have four engines ready by Memorial Day 2002.
