Actually the missing driver was lying on the ground next to the locomotive when I first saw it in march of 1996. I was told by the old heads in Skagway that it broke off when the locomotive was moved into its display location across the street from the Depot. I am certain that there was a pre-existing crack in the axle and when the engine was turned 90 degrees to be shoved into position it broke off.
