Well, as of June 1, 2007 the CHS had a new CEO. At that point there wasn't a heck of a lot he could do about operators. Yes, he might have been able to fire Railstar on the spot and put GTLRR Inc back, but I don't know if he could have done so legally. Also that was at the beginning of (ok, shortly before the beginning of) the GTL season and a change would have probably been very disruptive. Hard to say what would have happened if he had changed operators at that time. At the very least he
should have sent Bell and Behrens on their merry way, but he didn't.
That was then, this is now. We're at the end of a dismal season. Railstar hasn't been able to produce much - mostly for lack of equipment. Now is a damn good time to look to change. It seems to me that Mark's letter is not only spot on in terms of content, but pretty much spot on in terms of timing as well. Ed has a chance here to stand up and fix things. Let's see if he takes the opportunity and meets the challenge before we call for his head.
