Well, all I've got to go on right now is Silver San Juan (my others books are at home, not in the office!). It says on p324 that Miller sold them to Chgo Freight Car & Parts when he left the RGS, which was 11-16-38.
However, the roster on p614 says they were sold in 1942. The text above the roster says the cars were rebuilt in Salida by CFCP in order to resell them to the government.
Reading between all these lines, I would surmise that the cars were sold to CFCP closer to 1938, rebuilt in Salida over some period of time, sold to the government, and the government then shipped them to Alaska, Hawaii and the Philippines.
That's filling in some unwritten details in Silver San Juan, but that would be my approximate guess.
There must be other sources of what the government did during the war. They sent all those K-28s to Alaska as well, and tried to send the entire RGS there (but failed, as the RGS was needed for Vanadium and other shipments). But I don't know all those details at the moment.
