When I was there this spring/early summer there was and looks as good as any Class 1 ballast, but I can say that the ballast being spread east of Cumbres is definately not river gravel. It is coarse, angular and fairly clean. Maybe Carlos can enlighten us a little on the subject.
The first shot is a cropped and enlarged closeup of the rock that is spread around the parking lot at Cumbres Pass where the ballast is loaded in the hopper cars. This is the spillage left over from the loading operation. Sorry for the focus as this is an extreme zoom:
