For one thing Construction and operating economics.

A 3' railroad is about 1/3 the cost per mile as standard Guage to build.

The engines are smaller so they use less fuel and water and at 3 foot guage they can still haul a decent sized revenue consist in terms of freight load per car.

those are some of the basics for 3 feet.
