In my list of TRAIN members, I do not see Railstar, Georgetown Loop or the CHS as members of this fine organization. I know that TRAIN board member John Bush has spoken or written to CHS about issues that could arise by replacing the seasoned veterans that previously ran the railroad. I believe he commented about that recently on this board.
Steven Butler is also a board member who has worked up there recently.
Train offers several publications, however there is no standard rulebook or operation procedures for tourist operations that I am aware of. Adapting the rulebook from the previous operator was offered I heard at one time and that rulebook is very thorough and fits the very railroad it was written for.
In the grand scales railroading scheme of things (thats 12" gauge and up) a comprehensive set of rules and operations procedure manual is available here:

Read it over and I think you will find this could be adapted to fit many operations today.
