As far as I know TRAIN has no operating rules of its own or standards for members to meet. Furthermore are CHS, Georgetown Loop or Railstar even members of TRAIN? TRAIN has no power to enforce compliance with rules on any one. Should they be concerned about the possibility of a disaster causing a shutdown of tourist lines nationwide? Yes! Do they have any legal authority over non-members? No!
