We heard that no single carrier would take the risk alone and several carriers were needed to meet the requirement of the RFP.
CHS is paying for the coverage (not Railstar = just one more of the "modifications" made after the fact with the bidding process) and we suspect that they wound up going with some kind of "self-insurance" set up with state funds...love to find out what the story is, if anyone wants to do a little research (may need a Freedom of Information to actually get at the truth).
Maybe if we called, Joe Bell would just tell us..eeh?
