This is what I know for the moment...the Texas Legislature has transferred the Texas State Railroad from Texas Parks and Wildlife to the cities of Rusk and Palestine, which have set up an operating authority. American Heritage Railways, owners of the Durango and Silverton, have been selected by the state as operators. The operating authority will also receive 12 million dollars to make needed repairs to the railroad. These repairs will be done by American Heritage. They will also receive a one eigth ownership stake in the railroad each year until either they no longer operate the railroad or they have complete ownership. These are the facts as I understand them.
