Hank, here are some statements taken from an article by Gordon Chappell in the 1969 Colorado Rail Annual.
"During the 1920's the...gangs were relaying the Santa Fe branch with heavier second-hand rail removed from other portions of the railroad...project carried out sporadically and in a haphazard fashion resulting in a mixture of 45, 52, 57, 65 and 70 pound rail installed late in the decade...worst wreck at 10:56 AM on July 17, 1929 when # 425 jumped the rails on bridge 346A...by 1934 sufficiently heavy rail had been relaid...70 pound steel on Barranca Hill down through Comanche Canyon...even K28 470 class engines could travel the line.
From this I would infer that the rail replacement program went on in fits and starts, and was not completed until the early 1930's.
