ULCO wouldn't tell me much about this. They said that they have submitted a proposal to design and build a 24" Shay locomotive for Central City.
If it is Casino owners (just speculating) that wants to do this, a few hundred thousand bucks for a neat little attraction is spare change. This group may get started with HCR shay while having the second built. ULCO may also build rolling stock.
It would be best to contact ULCO for details. They didn't offer many details when I spoke with them. I'd say believe it when you see it, but Uhrich has completed many amazing projects.
The trick is sustaining operations once they do have equipment in Central City.
