The photo is of a simple articulated locomotive -- not of a Kitson-Meyer!
I cannot lay my hands on my copy of Walker's book on Colombia railways and steam locomotives. But I do have in front of me Bulletin No. 116 of the R&LHS which has an article on the Railroads of Colombia. It lists one BLW 2-8-8-2 built in 1935 with construction number 61834 and road number 171. This seems to the locomotive in the photo.
