From what I can gather the K27's were designed for the Riogrande but I have yet to find any reference as to how the Riogrande came to select the designs for the K28's and K36's.
As for Guatemala - still a common carrier 3 ft gauge railroad with 2-8-2's held in reserve and available to work specials thanks to Railroad Development Corpn. Cia Agricola Guatemala seems to have been quite an operation in 'steam days'.

P.S. The railways of Columbia are also worth a mention. 3 ft gauge outside frame 3 cylinder pacifics, outside frame 4-8-0's, 4-8-2's and 2-8-2's - examples of the latter three types still operable and used for specials.
