Jim, this "plan" isn't new, is it? I seem to recall this being discussed as part of a long range plan about 10 years ago.
I thought it was stupid then and it hasn't improved with age. But I had thought by now it had either been forgotten or lacked any possibility of being funded. I guess we can still hope for the latter....
