Before you get to asking why NONE of us know Richard Tower, you MIGHT just check the fact that he and Caroline are Friends members, and that we, (many posters and readers here) have worked together for years. While I do not agree with John Franks's comment about where it was posted, I will give him the benefit of the doubt as to his explanation.
I believe that Richard Tower's having Jay publish monthly ridership numbers serves two purposes. #1, It posts the numbers in a public place so the comission cannot use the excuse they used last year against the RGRPC that they "CLAIMED", they didn't know what the numbers were until the end of the season. If you recall, Rey and the guys, (1gal) used the low numbers as one of their excuses for throwing out the RGRPC. #2, Jay is more involved with the railroad, and he has done a good job of helping out in any way possible this year. Sounds like a win/win situation to me.
